The study is based on existing data and provides a broad overview on Smart Cities approaches in the European Union. It is divided in four work packages:

  • Characteristics of a Smart City and definition: The first part of the study defines the characteristics of a Smart City and creates an extensive list of Smart City initiatives in Europe. The top 50 will be described based on their characteristics.
  • Smart City initiatives in Europe: Work Package 2 describes smart City projects with regard to their size, their background and the financing . The creation of a map is part of the work package to be able to recognize, in which regions of Europe Smart City initiatives are particularly encouraged.
  • Success factors of Smart Cities: This is followed by an analysis of the importance of particular components of a Smart City for its success. This investigation is undertaken against the backdrop of current EU 2020 goals.
  • Examples of successful smart Cities: Based on this a few smart Cities are analysed with regard to their success factors. Best practices are identified.
