Since the 1 January 2007, the Luxembourgian electricity and gas market is widely liberalised. Now, households can choose their energy supplier freely. Even though the Luxembourgian and German electricity market are largely harmonised, the Institut Luxembourgeois de Régulation (ILR) misses deep market penetration from supra-national suppliers. The absence of supra-national suppliers from the Luxembourgian electricity market is regarded as an indicator for a lack of well-functioning competition.

On behalf of the Luxembourgian regulator, the ILR, WIK-Consult conducted a study to assess the reasons for the lack of market penetration of supra-regional suppliers (e.g. from Germany, the Netherlands or Belgium) on the Luxembourgian retail electricity market. To support the analysis, WIK-Consult conducted a survey with a number of potential suppliers.
