In 2007 WIK-Consult conducted a study to assess the technical characteristics of next generation bitstream access products for the Irish regulatory authority Commission for Communications Regulation (ComReg).
This study began with a description of the retail triple play strategies of selected European operators concerning services and technical strategies with special regard to FTTx deployment. WIK-Consult then analysed technical characteristics of wholesale bitstream products in seven European countries with a view towards identifying emerging NGN bitstream elements.
Following this analysis WIK-Consult used its expertise complemented by interviews with regulatory authorities and operators to sketch the structure and characteristics of an optimum NGN bitstream wholesale product suite. This recommendation incorporated the specifics of the Irish framework and addressed primarily the key parameters access point, Quality of Service, access line speed and technology, video distribution functionalities and interworking of Operation Support Systems between incumbent and alternative operator. WIK-Consult then compared this draft with the current retail and wholesale portfolio of the Irish market.
