Summary

In the present study we focus our interest on the regulatory and competitive situation of the mobile communications sector in various European countries. We developed both a WIK-Regulatory Index as well as a WIK-Competition Index to compare the current situation in these countries. The WIK-Regulatory Index reflects to what degree the regulatory framework in each country is able to open up and to foster competition. It refers to such aspects like market entry conditions, network access conditions and number portability. The WIK-Compe-tition Index provides a measure of the current competition situation. This index is calculated by looking at the retail price levels, the penetration rates and by determining the Herfindahl-Index which is a measure for the current market structure. Both indices are normalised to have values between zero and one. A value of one reflects that the situation is optimal. The study investigates these features for the following sixteen countries: Austria, Belgium, Denmark, Finland, France, Germany, Greece, Ireland, Italy, The Netherlands, Norway, Portugal, Spain, Sweden, Switzerland and UK.
