There is a broad consensus in the goal of an integrated internal market in the European Community. Some forces want to reach that goal by creating a "fortress Europe". Others want to have a strong Europe with an open market to the rest of the world.
The paper describes the way to the internal market as a continuous process. It compares the relative positions of North American and European suppliers in the equipment and services markets.
The main conclusion of the paper is that North American firms will get many advantages from the internal market in telecommunications. Market access in Europe will become much more interesting than before. In particular with regard to telecommunications services, North American firms will have some comparative advantages from their home market.
