High charges for copper telephone networks are deterring the roll-out of fibre across Europe, a new WIK-Consult study for the European Competitive Telecommunications Association (ECTA) concludes. In this study WIK addresses the transition from copper to fibre networks and the regulatory conditions which favour the transition and which are discouraging it. The primary focus of the analysis is on the impact of access charges on the switch from copper to fibre.
The study shows that not only the fibre access charges have an impact on the incentive to invest in fibre. It is also the copper access charge which has a major influence on the transition to fibre.
